My current drive is still running Yosemite, so was planning to do a clean install of High Sierra on the new drive, and then migrate my data from the existing drive to the new SSD. My existing startup drive is in bay 1, and the formatted but empty SSD is in bay 2. If a website says that Safari is out of date even though you're already using the latest version of macOS or the latest version of iOS or iPadOS, there could be an issue with the website.
